And they still don't. Except for the noted instance below.

As they always have. And not just cities, inner locations as well.

As all beasts that move at riding speed. Giant lizards are exactly the
same. I've been traveling with large amounts of both, they work the same.

Basically you are correct, it seems to be a bug. But its been a consistent
one! <g> Any beast that moves at riding speed will not penalize the noble
movement-wise province to province, regardless of numbers.

You WILL be penalized moving in and out of any inner location, like cities.
The amount of penalty is consistant with the rules.
