I believe that Mr. Cofran understands this correctly, but his wording
above is a trifle ambiguous. So to clarify: It appears that there is
no movement penalty being charged if your stack is moving at riding speed
province-to-province, regardless of the composition of the stack.
However, if it moves at walking speed, then the penalty is correctly
charged, counting all "figures" as per the rules. In particular, if
you have a stack with 8 centaurs and 3 soldiers, this will move province-
to-province at riding speed without penalty. But if you have a stack
with 8 soldiers and 3 centaurs, this stack moves at walking speed, plus
it is charged a 1-day penalty for moving with 11 figures and only 1 noble.
