Greetings,

First, Oleg, surely you are not taking the high moral ground here
regarding actions in violation of treaties! If so, you are on pretty
thin ice, well actually you are trying to walk on water and we all know
that what ever else you might be, divine is not one of them!

Second, your example of an instance of the CD's colsed border policy
being violated doesn't seem internally consistent to me. A closed border
policy would seem to me to mean that a visitor would need permission to
cross the border. If the CD's allowed LoTC to land in their territory,
then LoTc had that permission and their movement through CD territory
would not constitute a successfull violation of the CD's closed border
policy.
