Southmarche Neutrality & Neutrality in general

So much for neutrality. The Lords are now putting up magical barriers on =
the Southmarche side of the border.

If you want to be neutral you better have the resources to back it up.

Just to make things absolutely clear to all those 'rulers' who publish =
borders and claims and other rules and regulations, I would like to =
briefly outline Brotherhood field policy regarding borders and claims.

If the Brotherhood in trying to fulfill a contract (or trying not to be =
beaten to a pulp fulfilling a contract) has an option to cross a border =
into a 'neutral' country, all Brotherhood commanders are not to cross =
that border and violate the neutrality - if there is any chance of the =
neutral coming and doing something about it.

You guys can post to the list and complain about interlopers and border =
violations and diplomacy and agreements all you like but the bottom line =
is if you can't maintain your territorial integrity then we are not =
about to respect it.

This is not aimed at Southmarche exclusively as there are many 'rulers' =
who think a Times post is the same as a general treaty with every group =
in Olympia.

I would like to commend the example of the Crimson Dragons who have =
successfiully (as far as I know) killed off any interlopers in their =
domain with effeciency and zeal thus being one of the few countries to =
maintain a closed border policy with any credibility. The Brotherhood =
tested it once and we won;t be doing it again quickly I can tell you!!
