According to the web page, the last time the rules were updated was:

This was some 18 months ago (about turn 36).

I disagree here. I think it is the job of the game moderator to update the
rules. He is the one getting paid. Why would anyone want to volunteer to
do a job for free while the game moderator does nothing?
