While you are moving, any orders you are in the middle of will
be suspended until the move is complete, then the suspended
orders will proceed. While the stack leader is QUESTing, other
member of the stack can do anything they wish (they do not have
to just twiddle their thumbs waiting).

Yes, you certainly can arrange to do something like this, although
the exact sequence is a little tricky (what you say above doesn't
work, for example). However, note that if a QUEST succeeds, an
immediately following QUEST will fail, so you only need to do this
if you intend to QUEST in multiple locations in a single turn.

It is fixed; you must fully know the skill for it to work.
