The second noble can spend his time doing many things, including study
and other
activities while the fist is issuing the multiple quest commands.

I would not plan to do more than one quest a turn, move to the quest
site and queue
up say 4 or 5 quest orders for noble one, and have noble two do
something like breeding or
studying, more making something. When the quest is successful the
second noble will
pause for the day for the attack and the return to actively doing the
original task.

Your nobles can issue all kinds of waits, and stuff but over time you
will learn that
simplicity is almost always the smarter choice. A single error on your
wait, give,
etc. and you could leave a unit behind, and take a couple turns to get
them back together.
Trust me I'm doing this now. This turn I issued a wait item abc, had
the unit send abc,
but guess what? I don't have any abc on either unit? So we are still
waiting for abc to arrive from the sky :-( Use the Keep It Simple,
Stupid (KISS) plan.
