If this transfer of wealth is a problem maybe starting resources need to
be phased in. The Stone and gold maybe only a percent say 10% a turn
with any unclaimed also available. Thus turn 10 all 100% and from then
on anything still in claim is 100% available.

Though I have no idea if we are trying to fix a none problem.
