This is my error. I thought that the peace accord included Azrain as a
free city. It was careless on my part to miss that, but mistakes
happen. I may have been misled by the provision that no castle be built
within three provinces of Yellowleaf. The record does show that I
stated my position before the agreement was signed, I guess I assumed
that my wishes were taken into account.

As to why it's become an issue now, that is simple. Due to other
committments and to honor agreements, no one in our alliance has visited
Azrain until Captain Arrrr last month. Our scrying and visioning
resources have also been in use elsewhere. I was planning on sending a
ship to investigate, but I hadn't gotten to it yet. A long winded
response that can be shortened to a simple statement: I didn't know.

Now, however, I do.
