I would be more in favor of having an option for a player who controls a
city to place a tax on trade within the city at his/her discretion, such
that:

Bob, who has just garrisoned province [foo] with city [foobar] can have one
of his units issue a command like "citytax foobar 15", which would have the
effect of levying a 15% tax on all trade transactions in [foobar]. The tax
rate would be posted in the city and all visitors would be able to see it.

I believe a system like this would make trade routes more competitive in
addition to balancing the profitability of trade and land ownership.
