Well, it just involves hauling a lot of stone. Oxen are cheap. But
in a city with 1 or 2 ports, you don't need to improve your
castle as much.

Yeah, except you have to have a mine _somewhere_... and I accidentally
built a temple outside my city due to a movement error...
