The drums are a pain, but the savage prisoners actualy assist movement
under the new rules. I carry 5 or 6 savages with me when I move large
groups of men around and totally avoid the movement penalties. It's
worth it to lose a couple of workers here and there--keep 10 pikemen in
the castle during construction and you won't lose anything.
Also, building in the province is a tad faster.
