This also has the advantage that you can build up to city level 8, which
AFAIK can't be done by normal means in anything but a mountain city province
(whether you build in the city or the province).
Safe haven provinces may be an exception, I haven't checked.
I like building in the city because you don't build up a huge drum collection.
