Where to build castle?

As I look for a place to settle, I'm asking myself the question, is there a
best place to build a castle? I can see the advantage to a city province
(tax base), and a mountain province (readily accessible stone), but the
issue of whether to build in the city or in the surrounding province isn't
as clear.

Has anyone notice a difference between the two? How about the same
question for inns?
