Cache storage

I'd like to get back to the discusion of caching items.

Someone said that caching can be done very easying by just giveing extra
items to a garrison and let them hold them. Well, not everyone has a
castle, therefore, not everyone has garrisons.

Couldn't items (not men) be given to structures (castles, inns, towers,
ships). They could hold the items just the same as a garrison does, but
this sort of cacheing could be done by anyone that can build.

Nobles can keep track of any number of items (ref. Bank of Drassa in g1).
As long as they don't move, they could concevibly hold every item in Olympia
in their percence. Why not let a castle hold all the extra crossbows and
pikes? Why not let your inn hold your extra pots and baskets?
