Taxation for Trade

As a dedicated trader I really hate to bring this up, but everything
about the taxation suggestion is fully doable using the current
rules.
After all, a ruler, is (presumably) going to have a larger military
presence in an area than a trader, so why not use it? Simply
garrison the province where the city is located with 20 or 30
extra men-at-arms, or whatever you feel is necessary. Then announce
whatever sort of tarrif in your city you feel is appropriate.
Tell traders who don't pay the tax that the soldiers will no longer
consider them welcome. This accomplishes exactly the same thing that
the proposed rule change does.
As for the "smuggle" idea, there is already disguise self and
conceal identity of trader.
