The rules seem to say that the city's tax base will be added to the
provinces tax base and that it does not matter where the castle
is. I'm guessing that is the same for garrisons.

Each province can only contain one garrison. So you would have to defeat the City garrison before you can install your own in the ciry or the province.

But I dont believe it will stop you from building a castle. But that is not clear either way.
