Nope. A new noble can be formed and march past you. If someone makes
him a beastmaster, and stuffs him away to learn use beast in battle, he
can be brought out and used as a surprise.
Which is fine, if someone wants to run a list of hostiles. But if I want
to NOT allow anyone to pass--anyone--the only thing that allows that is
HOSTILE ALL.
