Major alliances controlling several starting cities?!

Now that the wars in Provinia seem to be coming to an end
(with the slaughter going on, there will only be one side with
troops left when this is over) I think it has to be considered
what to do if eg. The Lords take over Rimmon, or the Musketeers
take over Yellowleaf or Greyfell.

It is acceptable for any major alliance to control multiple starting
cities? The horror of excessive starting city control was all to
plain in game 1, with Aoo hiring who they could, and killing
who they couldn't.

Being in the Greyfell area this one concerns me the most -
supposing no truce is made, and supposing the elephant
finally stomps on the mouse (eg. Rimmon wins) should they
now control this area? Should their close associates (Wolf/Bob
and the Greyfell Privateers) control this area? Should the Lords
who are to the immediate south be allowed to move in? Should
TIB (and their associates Syr-Antin and Farnham) be allowed
to move in from the west? I think not!

I believe either some of the more peaceful minded Ergothians
(if they exist) have to remain in some sort of control, or/and the
area has to be split between the 2-3 newbies and 2-3 declared
neutrals of the area - perhaps under the supervision of the surrounding
alliances (pledging to a chain of observers containing one noble
from each of the surrounding alliances once any castles are built).

Counting - the war has currently cost each side some 3-4 garrisons,
some 3-4 nobles, some 300-400 troops, some Nation ships, and a
Musketeers (self-razed) castle. Maybe now would be a good time
for peace before things get ugly, and we even have to worry about
the above mentioned problems.
