As I mentioned before, this is not a matter of a sneak attack or a small
scale skirmish. Everybody in this game has known about the war, it's
location and it's combatents for 25+ turns. It's a simply matter of self
preseravation. If you're in or near a known war zone then it's only prudent
to inform the combatants of your presence. Why do you think I asked TIB MoFA
to inform you of my stack south of Greyfell? I didn't want you to think I
was NoE. I realized that I was getting close to the fighting and didn't want
to be chalked up to collateral damage so I took precautions.

This also still begs the question that if these factions were neutral, why do
you speak for them?
