a) it is not possible to observe another noble 'using a garrison'
(theoretical exception: a series of visions separated by one day when the
noble and the garrison are the only entities in the province, noting changes
in inventory)

b) None of the nobles the Lords attacked this past turn used our garrisons.
Since the Lords nobles in Rimmon neither announced their allegiance to
possible new players or their intent to attack, the onus is on the Lords of
the Crown.

c) some of the nobles you attacked belong to a faction that is publishing
public turns. Without question a new neutral player.

Of course, we all know Dragonlord is a good touchstone for the wrong end of
an argument.
