I agree that until recently, Cendage had always been very honorable to
me. He committed a few minor violations of our treaty, some
accidental, and I always had no problem talking them out. Sure, he
gave troops to my enemy, but we easily killed them.

Then he stabbed me in the back, ineffectually, and is making lame
noises about "treaty violations". Moreover, when I asked him about his
actions, he didn't reply. That is honorable?

Cendage, if you want to go to war, do so. Don't be lame about it.
Declare war, break the treaty, be a man. For a change.
