I believe what he is referring to is that as a result of Rich's
fix to prevent people moving "contra-rules" by transferring things
to nobles flying over barriers after movement began <whew>, the movement
penalty for stacks is now calculated at walking speed, whether you are
at riding speed or not.

Example: Riding into the mountains would cost 5 days, and if the
penalty was correct, the maximum penalty would be 15 days. If the
error I described above works, the maximum penalty would be 30 days.

I have seen this reported, but have no experienced it myself [as I
have no riding stacks].
