You can issue the "study ### 1" order even if you have no fast study days
left.
When you do, the skill will appear in your partially know skills list with 0
days studied, (i.e. 0/21) and takes 0 time. You can then go about your
business, and study the skill at your leisure.
This was reported as a bug/feature a few weeks ago, and I verified it for
myself 2 turns ago.
