This is not a new bug. Failure to convert a noble via bribe or terrorize
with an error message has been reported to Skrenta since before turn 50. The
bug only causes unexpected failure of the conversion attempt; actual transfer
of the noble points is calculated correctly.

Appearence of this conversion failure bug is inconsistent. It appears more
frequently, but still not consistently, if the same faction tries to convert
a second noble the same turn as a succesful conversion. Also, the stated
number of noble points required appears to correlate with the number of free
np's in the target noble's faction.
