Actually you're both incorrect.
The command line states TARGET (everything which has an ID)
The explanation says it has to be a character.
A character you pay a NP for.
A garrison you don't.
that's the difference.

PS: If I where the one who's garrison is blasted (and it worked)
I would ask compensation from Rich.
Next you'll say you can blast buildings.
Maybe a protection from Blasts/Necromantics is in order.
