You can't seriously say that putting up a barrier is the lesser of two evils
here - I know of a few people (newbies) who are going to have some trouble
to run a traderoute for example.
Also, you put it as though we are monopolizing the resources in that area.
This is simply not true. We are using them, yes of course, but I think I can
safely say that we have never imposed any rules as to resource gathering in
the area whatsoever. I may have asked someone not to gather a specific
resource in a specific province, but only for more 'advanced' things (say,
lana bark for example), and for a specific time.

And this bothers newbies, in what way exactly? Sounds like common sense to
me.

In short, something like, "ok people, we're harrassing the Lords' naval
movement in the Strait, and to achieve this and because we're getting a
little nervous because there seem to be some troops actually moving in our
direction, we've barriered sea acces to Harn. Sorry for the inconvenience"
would've been fine.
What you're doing now, is, in your words:
typical BoRG propaganda.
