I believe that only towers may be built in safe havens. The rules
aren't clear; if I recall, in g1 you couldn't build any structure and
it said so in the rules. In g2 towers were allowed (to give newbies a
chance to study in peace), but the rules were left muddy.
Rather than build an inn in or near the safe haven, you're probably
better of leaving to seek your fortune in the wide world. There are
many alliances which are seeking new members. It's a dangerous world
out there, challenge is fun!

A dozen soldiers ought to do it. But I'm a dangerous person to listen
to, I've been captured by savages before and had to be rescued. Oh,
and then there was the time I was killed by savages and had to be
resurrected.
