First time we discovered that bug was when a new faction was going to settle
somewhere else. You don't need to know where. We gave this fellow w-horses
and he flew to the place, crossing water and didn't know the rule. Al his
nobles were
killed except the one with the flying horses in his inventory and with a
fully studied
SFW, so we assumed that it could be done. But never tried. Ask Rich to check
any of our factions if you don't believe it.
