Hi,

In case you are really interested in the answer: Ther is an authoritative
work on the issue by Hugo Grotius, Mare Librum, written as early as in the
17th century. The key issue ofcourse is sovereignty. On land you are
sovereign , on the seas you are not. On that basis you will understand that
which the BORG has done is quite outrageous. It is something you dont do and
therefore a number of people, unrelated to the conflict, are, justifyably
so, anegerd by this policy, including me.
