Defense can be raised using a skill. So, no, this won't discourage
anything.

No, just 1 NP. That means you won't do it for anything but special
nobles, which (I suspect) was Rich's intent. (That particular rule
change was Rich's idea.)

No more so than the game already does.

Are you a conspiracy nut or what? Resurrection has been broken since
g2 started, just like most features of g2 which were changes from g1.
