What I meant by saying it's a feature is that it is not literally
proscribed in the rules. The rules don't say that you cannot ever
transfer noble points, they just spell out that all the ways it used to
be done in G1 will no longer work. If Rich, after being convinced it's
bad for the game, puts in some new code that makes this method not work
then it would not longer be a feature, and if it still worked it would
be a bug.

You're absolutely right.

I'm still not convinced of that. I think there is only one way, and Mr.
Sifu was grossly exaggerating about how fast it could be done.

Only if you have a faction around willing to give you the NP's. If you
start a second one yourself you are cheating, whether you use a friends
account or not, as long as you wrote the orders. That is clearly stated
in the rules. I doubt anyone in my alliance would be willing to give me
an NP, except under the most extreme circumstances. But if they did I
wouldn't feel I was cheating.

Well, mostly because I like too. As someone said, we Camarians like to
lead our busy little lives, because we are so cute.
