This question of inactive players is very straightforward: there are simply
large numbers of players who stop playing but never issue the quit order. You
can see part of it just looking at the safe haven 'Seen Here' lists: there
are large numbers of nobles who never move or do anything, and we have similar
quiescent nobles in other cities. It is simply a matter of uninterested
players not cleaning up after themselves; Rich would have to take the time to
contact them before erasing the position and doesn't have time.
