Player controlled NPC's (skeletons, undead, orcs, barbarians, etc) can be give
mounts and will move at riding speed. However, they can't receive winged
horses and move at flying speed because they are not allowed to issue the fly
command.

This difference strikes me as an oversight: NPC's should be able to issue the
fly command. If they can ride a horse, they can fly on a winged horse.
