Eagle has never made any such statement. If the Accord is violated then
Eagle must re-evalate it's policy and objectives in the region.

I am only concerned with violations of the Accord. Personally I would not
consider either alliance sending troops into Harn territory a violation of
the Accord. However, if either sends troops into LotC territory I will
consider the Accord nullified. Arrr seems to have made the argument that
the Accord only implied that forces should be withdrawn, not that they
can't be returned. In that case I have no particular interest in
supporting Eagle participation in the Accord. In either case I will
suggest to Eagle that we re-evelate our policies, including our willingess
to enter into a similar agreement in the future.
