I don't think everyone knows about the horse exploitation bug.
Since it is not stated in the rules, many people are probably
unaware of this bug.

The players who don't know about this bug are at a disadvantage
to the players who know and exploit this bug.

Horse Bug:
Normally when a stack has 10+ men in it there may be a delay.

Delay = Men / (10 * Nobles )

The delay is rounded down and capped to twice the normal
travel time. This delay is to represent the difficulty
in coordinating moving large number of men with a relatively
few number of nobles.

If the stack has enough horses to ride then the delay does not
take effect. In fact, the entire stack gets to move at normal
riding speed (i.e. 4-5 days for most provinces).

And there are players who read all the rules but didn't happen
along this bug in the game. So they have based thier long term
strategy on the fact that large stacks cannot move fast overland.

Rich can leave the bug in or fix it. His decision will affect
someone in the game. Either the rule-players or the bug-players
will be affected.

Should the rule-players or instead the bug-players be affected?
Sounds like an easy choice to me.
