Everyone knows that the horse exploitation is there. If LotC planned to
use it, Harn Confederacy (and everyone else) should have planned to defend
against it. Would the people of Harn be calling for a change in the rule
if LotC had complained about the Horselords' Ghazi?

The problem should have been caught in the beta playtest, but wasn't.
The problem should have been corrected on turn 20, but wasn't.

I have based a large part of my long term stratagy on horses and centaurs.
I would prefer it left along in g2. Wait till g3 or TAG.

Besides, a little war makes Olympia more interesting. The only feasible
battles now are coastal, becasue attack is too expensive inland.
