Yup, it's worked that way all game. Extra men slow mounted movement in and
out of inner locations, but not between provinces. I agree that you just
have to take this account; granted it does make mounted troops hugely more
valuable. If Rich does decide to change this, I hope he gives us plenty of
advanced warning, as I'm sure the LoC aren't the only ones who have planned
their strategy around this.
