Eagle Apology to Inner Circle

Olympiads,

The Eagle Alliance has satisfactorily explained this to us. It seems
that "Fox," the original leader of the New Empire, bullied the IC into
joining the Council. Betrayal under duress can hardly be considered a
justification for war.

The Eagle Alliance retracts its original accusation of betrayal.
