All you would have to do is lower the attack level for catapults at
sea which would be relatively easy to do I assume as we already have
variable attacks and defense for some units at sea. If you lower the
attack then the catapult is less likely to hit and therefore do
damage. They should also be subject to the wind fog and rain rules
like archers.

And while we are at it what about giving a few rounds of only missile
fire before closing?? Come on I love my archers but the number of
wind and rain storms in Olympia are making them a dodgy proposition.
I need something to do with them!!!

Now what about Greek Fire?? Once you hit every round of combat it
does more damage. Now that I'd like to see. You could even go the
whole hog and have it reduced in effectiveness by rain.
