I am not saying you are incorrect. Be aware, however, that numbers get
recycled. While there are 10,000 possible combinations, there are a lot
of _improvements_ to go with all the nobles in the world. It seems
unlikely that they could have recycled so quickly, but it is
theoretically possible.

It could also be that the player who controled this noble allowed a new
player to use Persuasion [Bribe Noble] on it, costing the new player
the same number of NPs, but saving him a great deal of time.

Pardon my ignorance, but other than that, I miss the significance of
this particular event.
