No, this is correct. Any unit with a combat rating (man or beast) is
counted when figuring the penalty. What you are in fact seeing is a
different bug I have mentioned to Rich a couple of times now: the
movement penalty is not being applied against groups moving at riding
speed. So the bug is *not* that you are getting a two day penalty
for moving into a city or swamp: *that* is correct. The bug is that
you are *not* getting the penalty when moving at riding speed between
provinces, when you should be.
This has nothing to do with centaurs: you'll see the same thing with
a group of ordinary men on riding horses.
