YES

Graveyards must be explored to find the enterance, and 100 gold per
person to enter.
Faery hills can just appear even if you do not have a elfstone.
However don't forget the id of the entrance. As I understand it the
hills are always there, they are just not always visable? Why do I say
this, well I exited Faery from a hill I could not see.

Don't the rules indicate that random attacks will not be avoided with an
elfstone now?
