No, the wording of the rules is consistent if a bit non-intuitive. As
you note above, the rules state that the *penalty* is capped at twice the
normal movement cost, NOT that the *total* cost is capped at twice the normal
movement cost. The *total* cost of moving is (normal_movement_cost + penalty)
so the total cost is up to 3 times the normal cost.
