Since the movement changes on turn 40 if I move men in and out of
cities I have been getting too many men for nobles, travel will take
and extra two days messages for big stacks.
I thought the movement penalty was meant to be capped at twice the
normal time. That means two days maximum for going in and out of
cities not three.
Anyone else getting this??
