Bug in Improve Castle order

Our experience is summarized below. Improve with no argument did succeed
twice. Improve with an argument does not complete, even if sufficient effort
is expended to complete the level:

Turn 21 day 21 with 199 workers:

"Improve 9933" ran 10 days (effort 1990), did not complete.

Turn 22 Day 1 with 170 workers:

"Improve" ran 6 days (effort 1020), achieved level 1.

Turn 22 Day 7 with 170 workers:

"Improve" ran 8 days (effort 1360), achieved level 2

Turn 25 Day 4 with 63+ workers:

"Imrpove 26" ran 26 days (effort 1910), did not complete

Turn 26 Day 9 with 81 workers:

"Improve 20" ran 20 days (effort 1610), did not complete

Turn 27 Day 1 with 86 workers:

"Improve 26" ran 26 days (effort 2236), did not complete.
