First off, what city are you in? I take it it's not a safe haven.
Second, I don't believe you need to find a special location to quest in, you
just issue the order in any tunnel location. As for routes downwards, just
keep looking, they're there, I can attest to that.

I have found an entrance to the second level of the Greyfell sewers, but
have not yet begun exploring them, as other things have distracted my
attention. I will continue my exploration within the next few turns. I
will inform you of the results if you would like me to.

I agree with your first suggestion. The sewers are supposed to be
beneath the city. If it only takes 7 days to cross a province, how does it
take 10+ days to cross the sewer system under a city inside that province?
The numbers just don't add up. I don't think the second suggestion is a
very good idea, however. If you could simply drop through the sewers within
two turns, where would the challenge of exploring them be? As for your
third suggestion, I'm not sure I understand it. If you want to map a level,
simply walk through it, and there's your map. Perhaps you could find a map
of the sewers in a government office somewhere in the city, but that
wouldn't exactly fit into the style of the game.
