I see the problem.
The thing is, some inner locations work like the batcave, & some work like
sewers, e.i. with their own location report.
There's no big secret: some work one way, some work the other. Caves work
like the batcave. This is true in G1 as well (i.e. a city works one way, a
cave another). It's not a bug. It's a feature.
