Ok, maybe I'm just daft but what the hell does it matter what sequence
the commands complete in.

If MULTIPLE nobles complete actions on day x, when day x+1 rolls around
the new action will determine sequence. And if the sequence is the same
then where they are in the stack.

If two people are say moving into the city at the same time then it is
just luck whom is above whom if I remember the rules.
