DescriptionEmpire City - A New Beginning When Communism fell, a new day dawned and the Cold War ended. Supers; heroes and villains suddenly found themselves in a world less divided, a world where they were no longer needed. Seemingly overnight, supers were gone. Slowly, people began to forget that they truly ever existed. It seemed that some power was behind the disappearances, hidden and powerful. History had been erased, people knew only about people, ordinary and human. Recently, though, there has been a change. It seems that whatever power that has been suppressing the presence of super beings in the world is beginning to wane. The very first meta powered individuals have found themselves strangers in a very ordinary land. Most are scared and confused, some wish to use their power to help, many will try to use their power to their own advantage. The power that had removed supers from the earth, though weaker is far from gone. Several of the first super powered beings have disappeared from the earth. It is only a matter of time to see whether there will be a new beginning, or if the earth will be swallowed up in darkness once more. Campaign Description Empire City is a low powered Champions campaign, 200 points, with the doubling rule in place (skill levels and modifiers cannot more than double base skill levels, combat levels or dice of effect). Simple builds preferred, maximum of +1 limitation. Please no aliens or magic users. Characters can be talented normals or super powered characters. Characters should be able to pass as normal as supers are still hunted and unknown in the world. Campaign Concept The campaign is 4-colored in theme, morality is fairly black and white. It is set in modern day Empire City. UNTIL and PRIMUS are governmental watchdogs versus super powered individuals in the world. The campaign is broken into episodes or volumes like the episodes of a "Animated Series" or issues of a Comic Book: a "theme" pervades each episode and each episode is broken into roughly three acts, with one or two fight scenes. Strong connections bind each episode together in an arc.
